The title is pretty much the summed up question; does vel'koz scale better with AP or magic penetration?

He scales fairly well with both. His main stat is CDR though. Then, it depends on what role you're fulfilling; if you're mid, then you require AP to wave clear, if you're support, then magic pen is the next best thing.

That's what I usually build on mid, more or less. Item order can vary of course.

On support I assume you just get Sorcerer's Shoes and Haunting Guise with a Sightstone and then whatever AP stuff you can afford.

Every Vel-support game I've played consists of me rushing Sorcerer's Shoes, following it up with Frostfang upgrade unless I can afford my Sightstone, and Haunting Guise or Morellonomicon, depending on what I can afford after Sightstone is complete. After guise and Morello, usually finish the Frost Queen's Claim to cap my cdr, not to mention the slow to make your Tectonic Disruption easier(trivial even) to land. At this point finishing Liandry's Torment is a good course of action, and for last item it varies. Void Staff provides even more damage which is fantastic, but then there's the utility of Rylai's Crystal Scepter slowing for even more during Life Form Disintegration Ray and Plasma Fission, as well as adding a slow to Void Rift.

Finished build looks like this:

(enchant of your choice late game)-> -> -> -> -> or Extra slow Vs Extra damage of course as well if you manage to reach complete build and still have gold to spend.
