Runes
It is hard to kill enemies at late games especially when you have no attack speed even you have Kog's second. I'd recommend getting attack speed at start to build enough attack speed for your game.
Items
Phage is a big help for Kog'Maw to chase enemies down, and the only item to have armor penetration in this build to kill tanky enemies.
Phantom Dancer
Phantom Dancer's passive is pretty op at the early game if you ask me, this is also the only item you need for attack speed and crit.Build Randuin's Omen and Frozen Heart, you'll be unstoppable.
