Everything in one chapter
The first one is only for jungling.The second one for mid(flash+ignite).
So why I dont take flash on jungle Hecarim?Because ghost is much better for AD bassed Hecarim(passive).
Why didnt I take that ghost on AP Hecarim?(the passive gives attack damage of the movement speed,so it is kinda useless for AP Hecarim)
If you are playing AP Hecarim,try to come as the last one in to the teamfight,why you are asking?Because the whole enemy team will be maybe on one spot,so you can just flash+ult there and do really great damage.
I think thats all I wanted to write here.
