When you think about it, Expunge is more of a combo-finisher, not an ultimate. Having it on a lower cooldown would be preferred.
It's the combo finisher right now. Making it his ulti wouldn't have stopped that. It would just mean that Twitch's lane phase might take a hit. Or that's my opinion.

Ninetails was just a special sneak-peek.
That means nothing about her is completely finished. They just had an art conception to play with. She won't be going live for at least another 3 monthes.
Even the art will most likely be different when she's ready to be released.

Nah, it would mean his assassinations would be taking a HEAVY hit.
He would always have to wait until his ultimate was up to have his combo's key ability. Sort of like Tryndamere before his rework; he always had to wait for Undying Rage, or else he couldn't get high crit-rate. Now he can build up high crit before fighting.
