General build: Dead Man's Plate is pretty much the only item I get nearly 100%. Ravenous Hydra as first item if I'm able to 1v1 the enemy laner, Black Cleaver if I'm able to snowball. I also highly recommend Boots of Swiftness, obviously. Other items can be any of the following:
I haven't used Frozen Mallet but it could also work. I dislike Titanic Hydra's active (it de-stealths you as soon as you activate it) so I stopped using it but others might be more comfortable with it.
It's crazy good. You play kind of like a more mobile Renekton throughout the game, using sustain and short trades to whittle your opponent out of lane and later on you can initiate from stealth and tank a ton of damage. With a couple of damage items you are still dangerous if ignored since you can still 1v1 the enemy carry most of the time so the enemy support/whatever has to use resources to peel you but you're probably tanky enough to survive. I end most games with either most or second most damage taken in the team.
I haven't tried jungling yet but it seems like some pros have tried tankgar out: http://www.probuilds.net/champions/details/Rengar
