is the best choice for the second summoner spell. If you are able to onto them and combo them, will ensure the kill. It does a lot of damage and reduces healing, and helps your burst damage quite a bit. It also lets you grab kills that are out of range, and stop enemy champs from getting away with a sliver of health. It is just a overall strong spell that gives kill potential.

exhaust:I don't usually prefer exhaust but if you will use this,try this combo use Decisive Strike to silence the enemy then exhaust Judgement and if needed Demacian Justice.
