Yes

Why

However to compare Tiger and Phoenix is a stupid idea. Each stance can work well in certain situations and fail at another. They both present a great amount of damage.

I would rather take

Phoenix Stance
Activation: Udyr sends out pulsing waves of fire dealing 15 / 25 / 35 / 45 / 55 (+25% of ability power) magic damage each second to nearby enemies for 5 seconds. In addition, Udyr's ability power is increased by 16 / 24 / 32 / 40 / 48 and his attack damage is increased by half of that amount.
Persistent Effect: Every third attack, Udyr engulfs enemies in front of him in flame, dealing 40 / 80 / 120 / 160 / 200 (+25% of ability power) magic damage.
Cooldown 6seconds
Cost 55 / 50 / 45 / 40 / 35mana
Range 600
This skill is going to be your main DPS spell for Phoenix Udyr (duh). The AoE and bonus damage after every 3 attacks can clear minion waves really fast. Switch in between tiger and phoenix for the great damage.

Turtle Stance
Activation: Udyr gains a temporary shield that absorbs 60 / 100 / 140 / 180 / 220 (+50% of ability power) damage.
Persistent Effect: Udyr's attacks cannot crit, but he restores 10 / 12 / 14 / 16 / 18% of his damage as health and 5 / 6 / 7 / 8 / 9% of his damage as mana.
Cooldown 6seconds
Cost 55 / 50 / 45 / 40 / 35mana
Range 600
Your life saving shield. Use this to regain mana/HP and use it when you are taking damage. Can save you while you are running from the enemies or enemies like

Bear Stance
Activation: Udyr gains 15 / 18 / 21 / 24 / 27% increased movement speed for 2 / 2.5 / 3 / 3.5 / 4 seconds.
Persistent Effect: Udyr mauls his target with such force that they are stunned for 1 second. This effect cannot occur on the same target for 6 seconds.
Cooldown 6seconds
Cost 55 / 50 / 45 / 40 / 35mana
Range 600
Your speed steroids and stun. Use to run away or chase. This ability is what makes Udyr able to gank well.

Tiger Stance
Activation: On his next attack, Udyr swipes at his target, dealing normal attack and dealing 150% of his attack damage + 30 / 80 / 130 / 180 / 230 extra damage over 2 seconds as magic damage. In addition, It increases attack speed 5% less than passive for 5 seconds.
Persistent Effect: Udyr's attack speed is increased by 20 / 25 / 30 / 35 / 40%. Half of this is persistent, the other half is activated for 5 seconds.
Cooldown 6seconds
Cost 55 / 50 / 45 / 40 / 35mana
Range 600
Another damage skill. Switch off from phoenix and tiger for great DPS.
Starting Items

I like to go Cloth Armor + 5 pots 99% of the time. This is a safer way to jungle. Safer jungle can prevent you from dying to counter junglers. It also will keep your health up so that you can gank more before going back to base. For those of you without full runes or masteries, this will be a lot easier for you.
OR

Another possible starting items. This gives you movement speed advantage on those sexy ganks.
Early Game

By early game, this is what you want. Razors for faster jungle, very helpful for early dragon (its a preference, You don't really need it). Merc treads for extra MS and MR/tenacity. Heart of Gold for beefyness (health) and gp5. Recurve bow for AS, mainly for that 3rd proc damage on Phoenix Stance.
Mid Game

Finish Wit's End. Wriggle's is really of preference (don't really need it). Wit's End will provide you with MR and AS + the magic damage. But keep in mind that Wriggles will not only give you some armor and lifesteal, but it will also help you with jungling/warding and doing dragon. After buy either Randuin's Omen (for armor) or Banshee's Veil (for Magic Resist), depending on the enemy.
Late Game
(

Finish Randuin's or Banshee's (whatever you didn't get during mid game). For your final item, it really depends on the situation of your game. Most of the time you will be tanky enough that you would want some more damage. In that case grab either Trinity Force or Hextech Gunblade. These items will provide both Physical and Magic Damage, strengthening Phoenix and Tiger stance. If you need to be tankier, get Force of Nature. FoN will provide you with MR and MS. Other tanky items can work ( Guardian's Angel being a good option), but I like to grab FoN because of the extra Movement speed it provides.
