Introduction
I have highlighted many of the important things in the Chapters below.
Summoner Spells on Blitz are all preference, usually you should take Flash for its endless utility in escapes and for pulling. But your second Spell can vary greatly.
If you are confident in your ability to aim your pulls for the enemy ADC or APC, then you will want to run Exhaust.
If not, then you may want to run Ignite. This is the safest second pick because it can be used to secure kills or prevent healing on heavy life-stealers or tanks you may pull in.
If you find yourself being defeated by lack of vision, Clairvoyance is always an option.

You should take MS Quints and not GP10 Quints for the bonus speed when chasing, and because the build doesn't require much gold at all.
The Marks are interesting because the can give you the mana you need for an extra pull early, or give a nearly 200 mana buff on your passive's shield during Late Game!
The seals and glyphs are fairly standard, just be prepared for any kind of damage that comes bot lane.

THIS IS THE MOST IMPORTANT CHAPTER
Items make the champion, but how you use the items determines how well the champion performs.
Always start with Ancient Coin, a Stealth Ward, and 2 Health Pots (The coin is obvious, you need your GP10 item early). Wards are essential, especially early game, place this one at river at around 5 minutes in and you'll be pretty safe until you get your Sightstone.
You get your upgraded GP10 item and Boots of Speed first to increase your laning potential. Many people do not realize that staying in lane is one of the most important aspects of supporting, and with the "secret" passives that Nomad's gives you, it's a wonder no one gets it first. Boots are honestly the only reason I can land pulls, you need these early.
Next up is a Sightstone. This is key early when the enemy jungler comes for ganks. Also, because it has 4 charges, don't be afraid to put wards in front of your enemy support to burn their red trinkets.

You should take 0-9-21 Masteries for supporting with Blitzcrank. The 40 bonus starting Gold from Wealth helps get a little extra sustain early, a gold boost throughout the game from Scavenger synergizing with Nomad's, and movement speed, sweet, sweet, movement speed from Wanderer and Fleet of Foot. The defense tree is pretty standard, I take Enchanted Armor over Recovery because we have the extra lane sustain already.
NOTE: If you alter the masteries to your preference, be sure not to include CDR. You will have 40 percent very early in the game.
