You'll never see her in competitive, that's the thing. People have already dropped her into the "useless" category so nobody even bothers trying to play her in anything other than trolly normals.
Having a second support is always strong. a % heal as well as another shield, if you have one that is, is always going to be good.
I mean, keeping the ADC alive is the point of the game, right?

She has good burst, sustainable and that shield.
With no hp items and 400 ap at full health lvl 18 she has 1958 health.
With 400 ap her shield deals 600 damage and shields her for the same. Assume that she is at full health using shield and shield burst. She also uses her wave for another 510 damage. At this stage she starts taking damage, first through 640 shield and then another 979 damage, so basically at 50% health. Here she gets another 65 ap from her passive and 1.35 for rabadons and masteries. So just under 88 additional ap for another wave of 562 damage from wave and then shields herself for another 670 and dealing the same in damage. So during a total of 6-7 seconds she can output 3 waves of 510-562 damage (assuming she does go below 50% health) and two mantrashields which protects her from 600-670 damage and deals the same. So effective health would be 1958+1270 and damage dealt would be 1270+1634. And this isn't taking into account her w which can damage if played right. That would be another 585+646 including a slow. With a total damage potential of 3150ca at lvl 18 with 400 ap and 40% cdr over 7.5 seconds she isn't bad at all.
