Introduction
For runes I go with:
Greater Mark of Desolation
I used to go with Greater Mark of Attack Damage but having Armor pen early on is better than flat AD.
Greater Seal of Armor
Greater Glyph of Magic Resist
These runes make me more defensive and sustainable in lane so I'm less squishy.
Greater Quintessence of Ability Power
give you a little boost in AP early game, and since your Q scales off both AD and AP, this is a good set to have.
I choose Ghost for that extra speed boost for getting away when I'm low health. Yes this build can make you into a powerful Ez but he is easily targeted and CC'd so you should get out of there as soon as you can if you are low on health. If you want you can substitute Ghost with Flash to give yourself a "Double Flash" to go along with your Arcane Shift but Flash doesn't give you as much distance from the enemy that Ghost does, in my opinion.
I choose Teleport for my second skill for being able to help out in any lane at any time and for early game if I need to recall, I can and then easily Teleport back before the enemy gets too many, if any, hits on my turret. You can substitute Teleport for Ignite to get kill those enemies at like 50 HP that are trying to get away, Clairvoyance to help you and your team know where the enemy is, that is, if you are lucky enough to get people in the range of your Clairvoyance, or even Exhaust to help you or your team slow an enemy down for an easy kill.
I wouldn't recommend getting:
Heal -- nooby, stupid spell, and I rarely die with Ez so I personally don't need it. Buy a Health Potion if you have bad health problems.
Revive -- again, I don't know about you but, I'm a very cautious and defensive person so I rarely die so this isn't needed.
Smite -- jungle Ez? lmao
Surge -- maybe, if you wanted a boost in AP and attack speed but I like the spells I mentioned above more.
Cleanse -- I don't remember the last time I saw someone use Cleanse
Clarity -- with Doran's Ring in the beginning of the game, you won't have that big of a mana problem, and with Archangel's Staff/ Manamune can give you up to an extra 1000 mana, so mana really won't be a problem.
Promote -- ...no
Garrison -- this is mostly a 5v5 or even 3v3 build, not Dominion.
1x Summoner's Wrath

In the defensive tree:

These masteries are still in progress and I'm open to any suggestions.
With this skill sequence I get Mystic Shot first, and then I get my 2 other abilities, Arcane Shift and Essence Flux. Then I'll max Mystic Shot first, then Essence Flux and max Arcane Shift last, taking points in Trueshot Barrage and 6, 11, and 16.
I max Arcane Shift last because I use it more as a flash to get away than to get kills and I use Mystic Shot and Essence Flux a lot more.
For the second item get Boots and when you have enough gold, upgrade them to Ionian Boots of Lucidity. These boots give you CD which is what I have a soft spot for. Depending on how you play, you could get Berserker's Greaves, Boots of Swiftness or even Sorcerer's Shoes, it's up to you.
Originally I would've went for an Archangel's Staff and Manamune at this point but if you can't get any farm them these items will be hard to utilize. So instead, after you get your boots, get a Sheen. Mystic Shot applies on hit affects so with Sheen early on, your Q will do more damage if you use an ability before it. Since with this build your AD and AP will be around the same, I would just recommend upgrading Sheen to a Trinity Force because it gives you more useful stats. Then I would get a Youmuu's Ghostblade to get more AD, CD, and armor penetration.
The next item I get is Rabadon's Deathcap. This item pretty much replaced Archangel's Staff since it gets your AP up quicker. Afterwards you should go with Hextech Gunblade to get some much needed lifesteal and spell vamp. For your last item, I'd go with Black Cleaver which will give you AD, attack speed, and lower your opponents armor when you basic attack them, which will make Mystic Shot do more damage.
