Hm I didnt understand your A tier; "time invested"-you mean like need time to learn? If so, I think Hecarim should bi in A+; he is easy to play, and if you build him right, with a small lead at the start it shouldnt be hard to snowball the whole game. And I also think that Twitch should be higher up as well; Easy lvl 2 ganks (pure cheez), and also real hard carry, same for Kayn. With everything else I agree :)
