This IS my personal opinion, but did get some research. This tier list assumes that players here aren't very experienced so like about 0 - 750,000 Mastery points ( around just a season )

Top tier
If you can play these champs well, you would win almost all of your games
2
high tier
These champs do have vulnerability and will win most games, but if you are very experienced with these champs that said champs CAN bump up to top tier
3
Mid tier
These are the MOST balanced champs. ( Im not saying they are ) Again if you are VERY experienced with these champs, they will bump up 1 tier only with a few exceptions
4
weak tier
I wouldn't consider these champs the worst, but not as good as the other champs ( same process, if your experience it goes up 1 tier
