Hmm, I don't agree with 's place at all.
She has no control over objectives like Drake, Herald, etc. (needs allies to help her)
She has no ganking tool and feels slow. (unless using predator (which is weird) or mobility boots which aren't enough)
In ganks, If she misses her Q it's over.
Pretty weak against jungle invades. Her Q is easy to dodge and when you dodge it she really has nothing but a shield.
and she's alongside , , . I don't even think it works in low elo.

Morgana is actually a very good jungler. She has great ganks if you can land her Q, she has a fast and decently healthy clear, and she scales well too.

as u say, "IF" she lands Q. Which is really easy to dodge. I mean, I'm an EuW silver and I find it really easy to dodge. I don't think higher elos think differently. Morgana is too much dependent on her Q. If she misses it, she can't use her W damage at full potential and the chance to have a successful R will decrease. not to mention that minions can block her Q. In low elo it might work since most people don't really know how to move and dodge such abilities, but I don't think it have a chance in higher elos.
and as we all know, Drakes are much more important than they were before. If she can't even get a drake safely I don't know why people would prefer her in jg. Morgana mid and sup is much better. Jungler is a really important role since it have more power to change the balance. (ganking, objectives, etc)
she has to gank, but she has no mobility and is doomed if she misses Q. not to mention how weak she is against jungle invades which I expect to happen so much since she's morgana jg. Fast jungle camp clear isn't useful if she can't use the gold and the time to help her allies.

I mean, look at the people alongside her in her tier.
even and have better tools. and wow, is damn strong in high elos.
I don't think she's better than any of these.
I don't say that she shouldn't go jungle. I say that she's really not in the right tier.
has one of the lowest wr in jg (I remember it was 38%. it probably have increased by now). yet, I've seen many high elo players destroy the enemy team with her!
needs to make sure that she lands Q and it can be tough.

Garen has weak ganks, Talon has a weak clear, Camille can fall behind easily, Qiyana can also fall behind easily. Morgana has a good clear, and good ganks if you can land a skillshot.

Seems pretty coherent here! I definitely agree with Wukong, imo he's OP no matter which position he finds himself in, but he's a particularly annoying jungler. What's your opinion on Master Yi? I see him pretty high in most lists, but he's more in the middle here. I didn't even know people tried to use D and C tiers as junglers, except for Skarner, who honestly deserves more and I hope to see him buffed in the future.

Master Yi is very good when your team has got no counters against him. Master Yi can get punished hard if your team can land CC due to the fact that he is very squishy.

Really nice tier list i agree with basically everything.
