These champs need a lot of time to learn, need good mechanics, and have a huge skill ceiling

Talon? Ok i know talon can be playble top but still, i took in mind the most popular champs in toplane, if you want talon you can check my midlane tier list about difficulty

Well, the thing is, frankly talon is more popular on top lane than some of the other champions in this tier list, and I know 2 challenger Talon players who play him top sometimes (Fwii, Yamikaze). But if you don't want to add him, that's OK.

Probably Mediocre, he isn't that hard to learn. He could be in easy tho because he is definitely easier than gnar or Illaoi or kayle or Kled or Nocturne or most of the people in mediocre actually, but he isn't as easy as Sett or Tryndamere or Teemo or Nasus.

You are right!, shen belongs in mediocre tier, he is definetly not as easy as tryndamere as you said or as hard as the others, but he needs some basic knowledge around his kit usage, i am not talking about the need of macro knowledge thats not calculated in the tier list
