Organized left to right, row by row, strong to weak.
In the current iteration, each support is organized into each category they have minor strengths in. A champion with multiple talents may be lower down in multiple categories, but thus being strong overall (like Lulu). However, I don't include champions that technically fit the category without it being at all a strength (like Rell in sustain)
I try to include most workable off-meta picks in the waiting room at least, but despite my enthusiasm to play everyone, even I can't try them all.

Poke
Whittling down (or chunking down) the enemy. In a poke vs. poke matchup, range will play a big factor. Brand does the most damage, but will be outranged by Zyra, who would be outranged by Xerath.Â
Peel
Made to peel off engagers, typically from your ADC. When to pick: The enemy has several divers/assassins/juggernauts, enemy bot lane has major engage potential. Peel is the most common utility brought to the table by the support.
Protection
Made to mitigate damage or negate it entirely. Anti-poke rather than anti-engage peel. Pick into Poke lanes with mages and ADCs like MF, Sivir, or Ezreal
Engage
Able to start a fight and go all-in, putting themselves in danger, when it's advantageous for your team. These champions tend to have strong roaming potential as well.
Catch
Has safer CC capabilities that don't require going All-In. Prevents enemy escape.
sustain
Sustaining them and their ADC through poke, often trying to go even in lane and shine later in the game. Pick into poke lanes and scaling enemy comps.Â
Scaling
Tries to go even in lane, scales well late game with either more levels or gold.
Enchant
Champions that have the most frequent opportunities to confer buffs from Shurelya's Reverie / Ardent Censer / Staff of Flowing Water and/or heals from Moonstone.
Tanky
When your team has no other frontline or is entirely squishy champions and you need somebody who can take some heat.
Blind Picks
For one reason or another, these champions function well without knowing what they're headed into, and it's highly suggested to have one in your arsenal when you don't know the enemy composition.Â
AD / Lethality
Riot is slowly growing design space for Ad in the support role, especially with the expansion of lethality items that offer unique utility like Umbral Glaive's vision control or Serpent's Fang being the only "shield greivous wounds" item. Consider one of these if your entire team went AP for some reason or the enemy comp lets you get away with being a double ADC bot lane.
The waiting room
Here are all the champs that are really on the line when it comes to support viability. Most bring something unique to the table that allows them to support in a way only they can in niche situations. Many aren't tuned for the role and might need additional utility in their kit, less "selfish" abilities or ults, or a rearrangement of base values and AP/AD scalings. If one of them appeals to you, know that there are definitely some people out there making them work and you may come across them every so often in the enemy lane. I personally draw the current line right about after Neeko and Galio but just before Taliyah and Veigar. Experiment with these in norms though, you might stumble upon something great!
And yeah my guide is pretty out of date at this point, but Milio is generally Lulu with less focus on one person and more spread out across the team.
He outscales Swain for sure and in general he scales very good, but not good against an full ap team tho. And he is basicly a Melee lulu so i dont understand why he isnt in the Enchanter tier.
But besides of this i like your tierlist. Just a bit critic from a 800k P1 Taric otp :)
Nice work on the tierlist anyway, i just saw you wrote smth to every champ too. Just so much work in it.
