Rumble is very strong.
Against ranged champions use your W shield to absorb dmg when they come in range.
For CS just last hit with your Q, when creep is 1 hit from death just activate Q run in and turn around instantly so you stay safe.
Use your E+Q to for poking enemy champion and W in case you need to run away fast or absorb some dmg.

Rumble is a good pick, how could you think he's bad after telling how good he is?
That build is good, just pay attention to one thing: you can buy that AP+defense item earlier if you're having problems. Being a good player isn't just playing well with the champions and having map awareness, you have to get the right items for the situation as well
I'm not sure about farming, but I'll try to help. Don't use your Q when the minions are full HP, and pay attention to how many damage your minions are dealing to the enemy's. Sometimes, they focus only one, and you should have a good timing to kill that minion

Hey!
I love to play as Rumble too. :) I found the same issues when I started with him as well. I know it has been a couple of weeks since you posted this, but here is what I ended up doing to counter early game squishiness.
When I start, I buy a regrowth pendant and a health potion. With the regrowth pendant I can build it into a Force of Nature or Warmogs later on if I need. Honestly, I'm still fairly new to this game (no very good, lol) and have really just started getting into the ins and pus of the meta, but this kinda works for me.
As far as CS goes don't use flame spitter to farm until you would normally auto attack to last hit. Alternatively, if you pick up electro harpoon (E) first, you could just use auto attack to last hit the first half of the wave, and electro harpoon to take out two of the second half. Like I said I'm still learning the game myself, so I would definitely take advice from some of the more senior members of this forum before mine, but maybe this could work for you as well. :)

I always heard that Rumble can really bully people around early game, but i find early to be my weakest point. Against some melee champs, yea, I can hold my own, but anyone with range just can stay safely out of my flames.
The other major problem i have with him is CS. Before I picked him up, I figured "boom. just hit q and farm". But it really doesnt eliminate creep waves quickly, and it really cant be used much at all for that purpose early game to avoid pushing lane etc. Combine that with what I think is a really jerky attack animation, and I just ALWAYS have low CS with rumble. Anything I can do to fix that?
And just on a final note, what is the consensus on Rumble right now? Solid pick, or pretty weak? I worry sometimes cuz he doesnt really have sustain in laning phase other than his spammable shield (dont get me wrong, thats sweet).
When I get to end game, I usually can do pretty well, but getting there sometimes is a problem. And if you want to critique, my build is Doran's Shield, Merc Treads or Tabi, Hextech Revolver > WotA, Rylai's, Rabadon's, and then some combination of defensive items (FoN typically) and defensive/AP items (Hourglass, Abyssal Sceptre, etc).
