Well if you run away, you are dealt damage. Nearly no other champion can simply run away while doing damage, unless you`re able to kite like Ashe.
Logic here is that if you run, you cannot win a fight, except with Singed.
Also he works with Cassiopeia

Oh there is Yi running with hes team through the 75% slow, oh Yi is going to ult and run straight to us alone, yup Singed you suck.
OT: Singed is great because he is natural tanky, does sustained damage in teamfights (through Q) and can be very distruptive. People exactly has a reason to focus him because if you leave him alone he just slowly wrecks your team and disrupt it, and through hes natural tankiness AND hes ultimate, focusing him to long gives your teammates more time to dps on the other team.
