How would riot go about changing 
Leona to make her a better jungler? I know lots of people prefer her support, and I play her that way too, but I want a change of pace. The problem is that she has really bad sustainability- she leaves the jungle nearly dead.

I'm pretty sure machete would increase her own passive proc damage.
Her two issues will be: pre-sunfire cap jungle and the fact that she can't fight most invaders, and those she can Q in the face. Lee Sin would probably be the only real issue.
amumus ult makes up for his weaker early game because it is much easier to hit multiple opponents .
Slow movement speed, slow clear, no sustainability in the jungle. If they fixed those, though, she'd probably be broken beyond compare were she to play support. It would probably make her viable top as well, perhaps even mid, though I doubt it.
