League of Legends (LoL) Question: Lag Help

Recently, I have been experiencing extreme lag issues in every game i play. It most often starts at about 5 seconds before jungle buffs spawn, and then i spike to 12 000 ping and i cant move anymore, and then i cant even play the game. This seems to mostly only happen in ranked games, not normals. While I am trying to reconnect, i test out my internet, and it is working perfectly fine. This happens constantly, and I have no idea why. Soemtimes, we will be easily winning a game, then I will have a massive lag spike, be dc'd for 10 minutes, then we will lose the game because after that i have an average of about 500 ping. Also, it seems to happen at the worst times possible, like when im being ganked, roaming, or doing an objective like baron/team fighting. Why is this happening if my internet is fine?

**Btw i get far less lag when i play on my EU smurf, when i live in a city which is supposed to get only 60 ping on NA servers
