The health cost will be reduced by 80 / 85 / 90 / 95 / 100% if the ability is cast while Rejuvenated. Astral Infusion cannot be self-cast, nor can it be cast if Soraka is below 5% of her maximum health.

I wouldn't think the focus of Soraka builds would be for CDR, although it would definitely help.
