There are websites that do that from youtube vids and bunch of images. How good of a quality you want it to be?

You can do them with photoshop or with Gyazo

there's even a way to make them in GIMP the poor mans photo shop, but I can't remember how to do it. Or if you can make one from video, when my friend made on in gimp it was just a quickie animation but it was in Gif format if I remember correctly
