Switch heal for clairvoyance if you're going to max heal first. MR/level Glyphs are also very useful so take that in mind. And fix the description so it looks better, its look bad at the moment.

If you want to use CDR runes, switch them to flat. The CDR/level ones don't surpass flat CDR glyphs until level 13.
I'd also suggest taking the two points out of
Wealth
unless you really need the cash to start with an extra health potion or ward. Put one into
Summoner's Insight
for reduced Flash cooldown and the other probably into
Mastermind
for even more reduced summoner spell cooldown.

Ah snap this as well.
Playing support, in ranked anyways ( which I do often ) by the time your hitting level 13/14 the game is pretty much over for one team or the other therefor you rarely see level 18 being a support player.

i really am not sure if this is right or not, specially the masteries part. This is how i roll my alistar and it's worked for me fine, doesn't mean theres not room for improvement. Any suggestions or comments.
