PC responsible for in-game item cooldwons??

Greetings Summoners!
Few days ago I've send a ticket to support about guardian angel item bug. It didn't activate after champions death. It was my first death and I am 10000% sure that it was ready to use.
So I wrote to RIOT and I've send them a screenshot and a replay. Then after a day or so I recieved an email with reply. they wanted me to do few steps etc. So I did and and the funny part is that I can repeat this GA bug time after time.
When I recieved next reply from "admins" I couldn't belive my own eyes.

It sounds like there may be a problem with the cool down timer in the game
and the guardian angel is not activating because it is simply not ready yet.
This usually happens due to over clocking either your CPU or GPU."

So how da hell my allegedly overclocked CPU/GPU affects the actives/passives of in game items??
For example some1 with ovecrolced core2quad will experience ourageous cooldowns?
