she is surely viable in low elo(up to~1400), but past that she is meh, because you got that insane burst that get shut down by mres easily and rather bad scalings on your Abilities, what makes her fall off in late game.
You are easy to focus and you can concentrate your fire on one target in a fight and have to gtfo since you will be dead otherwise and you got no "strong" AoE.
There are better AP Carries.

Hell I'm in the low elo range and I don't think she destroys as hard as she does in normal.
Granted she has crazy burst but if the game goes on for more than 30 mins she drops off a ton and can easily be taken out in a team fight.
