No idea riot usually does not announce any thing but usually when they put out a patch preview it means its that week for patch so if there i no patch preview dont expect a patch.

I've read somewhere she'll finally go to pbe next week, so it'll be at least 1 or 2 more weeks before she's officially released.

they said they are fixing many bugs that are happening with the minion and neutral monster throwing thing.

It should be soon. Riot does a great job of releasing champions on a relatively constant basis.
