I highly doubt you can unlock him, and play him in a game. No I know you definitely can't. Like Winter said, it's almost certainly a client bug.

I had that bug too, but I couldn't buy him. Attempted both IP and RP.
Restarted the client, and he were gone. Just a minor bug.
