Probably because Manamune's mana gain procs off of autoattacks, and spellcasts. Archangel's only provs off of spellcasts.
Most of the time, it's faster to charge Archangel's, but you can't always cast spells - however, so long as there are targets, you can autoattack as many times as you want - you aren't bound by mana cost restraints.
