As I wrote, it isn't "shutting down", because that would put Microsoft in a bad light, they are still "committed to investing in PC gaming in the years ahead" (lolno), while they quietly abandon the platform. As of the 4th they will no longer be selling games or adding new games to the service. If that isn't a clear sign of it shutting down then I don't know what is..

Also the original support query said that Microsoft was shutting down the service the 1st July, but it was quickly deleted and now Microsoft backed from that statement, while essentially still shutting down the service; keeping it in an undead/half-dead state.

There will be no new games using the service, but games that are already using it will be supported... for now.
This is great news.
The only problem with this is that now games that made use of the GFWL service will slowly die of the cancer as Microsoft quietly abandons the platform.
Luckily a lot of publishers have gone out and announced that they will be purging the cancer with chemo.
Here's a list with the plans for most of the GFWL titles. It's a bit outdated, but it's mostly correct still.
I can add to the list above that Warhammer 40K: DoW 2 will be patched and that GTA IV won't be patched.
2K even decided to include a bunch of DLC in Bioshock 2 for free with the update. Major props for that 2K.
Now, with this in the rear-view mirror I hope that devs will think twice before including a service from Microsoft in their game. Because lets face it, Microsoft is the biggest offender there is when it comes to establishing platforms and then abandoning them, and one would have to be pretty damn stupid or ignorant to want to include anything from Microsoft in their game.
