Well Veigar couldn't one shot anyone unless they're way underleveled and building AP and he ults them, but he can easily one-combo some one. So can Leblanc, and a number of other champs if they're fed.

Maybe if the game last 60min+ and you spend all game farming Q and building a bunch of deathcaps then ult some one. But even then he wouldn't one-hit some one like Rammus with 3k+ HP and magic resist items, which people will build if veigar is wrecking.

We're talking 24 hour long game man.
15k ap, veigar just do 18k damage with ultimate.
It's all about that nuke that one shots your tank bro.
Veigar just builds a deathcap and full tank items and dominates yo.
