If the cap would be 40% i would guess i only need something like Morello's tome (20% CDR) to get me my 12 sec cap on Astral blessing. But that never works. I always have to get something with 10% to get to my capwhich would end me having 54% cdr. Thats way over the cap then right? is one mastery not working properly?
