Ruthless Strikes- 2 or 3?

What that means is, when you stack [[Last whisper]]/[[Void staff]] with [[devastating strikes]] you get the full penetration from one source, let's say the one that gives 35% penetration, and then you get the other penetration's percentage [b]of the remaining percent you haven't penetrated.[/b] So, 35% from LW/VS means there's 65% of their armor/MR that you're not penetrating. [[Devastating strikes]] now gives you 3.9% bonus penetration, because that's how much 6% of the 65% you didn't penetrate is.[/quote]
