    When was the season end?

    Most likely the 9th of November.

    Is there a down period during the time between seasons where you can't play, or at least can't play ranked?

    The period between seasons is the preseason. During which, you can play ranked (and subsequently gain LP / climb ranks).

    However, I don't know how it will work this preseason, since they'll most likely be rolling out their ranked changes during preseason (but yes you'll still be able to play ranked), which you can view here:

    Generally, seasons end early in November, usually in the first ~8 days.

    As we get closer to November, more info about the end of the season will be released.
