"well actually if a blitz hook someone that, champ would automatically cry for his or her mom for help, so yeah his grab also gives fear with the duration depending on your level and item advantage plus the amount of nearby teammates, so yeah blitz has the best."

depends on your champ and rune preference. but usually get the flat ad runes as they said but as i had said it differs for example when i play trynda with crit dmg quint i usually get the CoA first...
