(If I'm playing Nami) I live by the rule that if I'm around a nearby ally who does more damage than me, I always give them my Tidecaller's Blessing. Always.
Prime example: I'm playing Caitlyn today, the enemy Udyr took inhib, I came up behind him and started attacking. He starts to run away. My Nami puts her Tidecaller's Blessing on HERSELF. My range is much larger. If she gave me her Tidecaller's Blessing, I could have slowed the Udyr in one shot, then on the next one, I could have killed him. BUT NO.

As a person who Plays Nami often I generally agree with putting it on an ally with more damage instead of yourself. I generally don't use it when I am with another champion who is an AP caster/mage.
As for what that Nami giving it to herelf instead of the AD carry, not much of a reason to do that.
I agree with you! The only time I would use it on myself is when I'm trying to last hit minions or if I'm ahead of my ADC and I'm trying to slow the enemy we are trying to kill.
