"Pretty much vi and j4 already getting nerfed.
J4 not at all just bug fix nerf that always happened.
Issue with j4 his base dmg is so low you cant really nerf him i think hes fine its just meta right now. "

Instead of resetting if it kills an opponent, Noxian Guillotine ( R ) is now able to be recast for 12 seconds after killing an opponent.
Noxian Guillotine ( R ) cooldown increased to 120/100/80 from 100/90/80.

Any one else notice the rise of these runes? Especially in higher elo.
On champs like singed and kat they are very strong. There actually better than magic pen for early game.
