The only reason I could see someone trying a blue build on Graves is if said person has a lot of trouble managing their mana. Also, champions with a lot AoE or Multi-target abilities are strong...

"Enchantment: Distortion is used a lot more than you imply. A LOT more. In the LCS and streams, see pretty much everyone who has Teleport get these, plus I have seen quite a bit of ADC's get this for the reduced cooldown on Flash, especially DontMashMe when he plays Twitch. "
