"even early game 20 mana isnt much for a ranged attack that has a slow...you have to know that Hecarims Q has a 2 second CD and its a melee AoE with no CC
this guys Q is a ranged skill with lower mana than that can be stacked to slow the other person with a lower CD than hecarims Q

so yes solarbeam is in firered and leafgreen
however if you try to evolve a chansey before you beat the elite four its like "NOPE CANT EVOLVE FOR SOME REASON""
