IMO, Shen's not OP. All he has is his ult. He barely do anything in teamfights, gets pwned by 95% of the bruisers cast and his shield is trash. He barely gets any healing from Q (Too many nerfs that were, sadly, needed). All he has is his ult. A bit like AP Ashe. Do you think AP Ashe is OP? No? Why? Simply because AP Ashe is only useful once every 2 min. Shen is only useful once every 4 mins. He's a pain in the ***, I agree. But so is Amumu. So is Maokai. So is Nautilus. So is Soraka. So is Teemo. Especially ***********ing Teemo. Yet we don't ban these champs even though they ALL bring SOOOOO much more to teamfights than Shen.
People think Shen is OP simply because he forces you to play safe. Pick a late game focused teamcomp and play passive early on vs a team with a shen and enjoy the free win.
TL;DR: Shen's overrated. Lots of people don't seem to realize how average he is now. Lots of people see the old OP as **** Shen instead of the new ****py one.
That is all IMHO of course.
