No. I actually feel that Akali can beat Lee hard enough that he has to ult her away just to survive.

Akali has more damage in trades and has more sustain and overall has a pretty big advantage over Lee Sin when it comes to laning.
The only thing Lee Sin has over Akali is a countermechanic to her stealth, which will only really be a problem for her in teamfights, by which time the enemy team should have an oracles elixir anyways.
Lee Sin is by no means a counter to Akali.

I think he said this because Lee Sin almost negates one of Akali ability. He can reveal her through her shroud.
