@up - they do, cause they are 2k elo players... I don't have any clue what elo I belong to, but I've seen so many 500 elo players beating 1,5k elo or higher players (smurfs everywhere), I've beaten a lot myself (because you see smurfs ONLY in the enemy team), that I don't really see much sense in this elo system... To me it's luck based, you either play perfectly like those 2k elo players or have luck to go higher... If you're not a pro (which you can't be if you never played on any higher than low elo) and you're unlucky... Well, you're stuck forever with 0 chances to progress. That's how elo system works.
It's true there is a degree of luck. But it's only like 30% at best. If you belong Ina. Higher Elo you get there. Why do none of the pro players get "stuck" in elo hell. They have many accounts, they are able to get them all in the 2ks. SoloQ Elo does give a general idea of your skill BUT it factors in your ability to go in any given role and carry. Elo hell is a nonexistent myth made by people who are in an Elo they feel they do not belong in. There will be some games you lose by team, but more ofen then not of you play well you will win.

And btw this is what's wrong with elo system - your elo doesn't rate your performance, it rates your luck and only in some per cent your performance.
Then get a duo queue partner to maximize your chances :D. Or just play ranked 5s, there is no ELO hell there. But seriously, there is a bunch of people on this site willing to help someone out of low ELO, just ask, and they'll come.

And also, there are champions who can carry a whole team pretty easily. Just learn to play Ryze or Darius decently and hope that you got at least one good member on your team except yourself. Get fed and carry the game 1v5. Ryze is really really tanky and can out-DPS every other caster. Darius scares everyone and nearly no one knows how to play against him. Plus he has an OP ult named Noxian Guillotine...
ELO hell is not a thing, it's merely a mindset caused by individual performance being rated with a system designed for teams. Look at it this way: if you are a good player, your team has 4 potential ****** slots, while the other has 5. If you have a duo queue partner, lower the potential idiot slots to 3. By the law of averages, you will eventually escape ELO hell, as you should have less idiots on your team than on the enemy team in average.
