Views: 1177 Confusing LP distribution

I mentioned in my earlier post that I was a the brink of dropping down to Silver II for some time, but managed to stay in Silver I. Well, I did drop and got back, but now I'm stuck at 10-20 points forever.
Who knows how the LP system works?
When I had gotten to Silver I the first time I got 20-27 points from winning, lost -20. That kept on for the longest of time till I got 65 points and I got +5 LP for a win. Then came the lose streak that dropped me to Silver II. I got normal +15 from winning so it was easy climbing back to Silver I.
Well, now I've been at that 10-20 points for a very long time. I don't know if it's amusing or frustrating, but I had a starting point of 27 LP after 4 wins in a row. Then yesterday I lost 4 games in a row, 1 more today and they left me at 9 points. I lost an amazing 18 points from five losses!
That is amusing. Or would be if I got more than 5 LP from winning...
So, does anyone know how LP is determined?
After my dropping to Silver II does the game think I'm supposed to be forever Silver I at 20ish points or is this just temporary thing blocking my progress back to Gold? I play 95% of the games as support, but during this time I play many supports (and not just Sona like I usually do) from Sona to Taric, Janna, Nami and Lulu, but I also jungled with Amumu and Maokai and played mid Ahri. (Who would have thought a girl who wouldn''t jungle or bother learning it in S1 or S2 would play it in Ranked in S3?)
So has playing different roles/heroes any difference in getting LP? Score certainly doesn't, since I won with a perfect score and a horrible score, lost horribly and did well, but lost anyway. Same low points.
I could be in a place far worse than Silver I (I got ingame friends struggling in Bronze), but I'd like to get back to gold (SILVER IS ELO HELL!) since I'm relatively close to it. I managed to climb back to Gold in 1 week at the late S2 (I was 1580 highest, but I had decayed to 1420), so I'd like to get my gold now after climbing here from Silver III which was where I started after my epic failure placement matches.
I don't think I ever mentioned that during placement matches I fell from 1430 to 1188, because of 5 lose streak where I lost -40 every match. By the time I was climbing I got +20 elo from wins. Then came the league system.
I've come a LOOOOONG way and I can't stop now :) Only problem is the uneven matchmaking (why is my first pick Silver IV with 14 wins and 8 losses when I'm Silver I with 80+ wins?) and then this weird LP distribution.
Do I get less points, because I play with "lower" people? I'm sure after all these losses I'm stuck with people like that, because my MMR has gone down by those 10 losses I had for each 1 win. Even duo queues don't help, because even when I win my lane my top/jungle suck or someone afks, because their friend asked if they want to go to fitness.

Yes, and you don't idle in phone for 10 minutes while doing fitness either so why do that in Ranked match?

You like to play supports. Now that is GREAT, but it will be hard to get out of low leagues without a carry partner for you.
