Viktor yesterday. I tried him and I have make a build. I want to compare it with other builds on Nobadire, but they havent release him yet. So, I am asking if anyone knows when they will.

If they're running MR, get either gravity or power, because as an avid teemo player, MR> Dots hard (Applies every tick.) If you're going glass cannon, go death/void and rock them.
TL;DR: He can fit a few roles very well. I'm a personal fan of Spellvamp+Q to start with into RoA+Power, but that's just me.
