Elo Hell is an excuse for players who are bad. I realised this when I carried myself out of Bronze-Silver and got to Gold and now I am sitting at Gold II.
EUNE gold II = elohell.
Actually, EUNE = hell.
On topic: Elohell doesn't exist and it is simply there because you believe you are better than the rest, while you are not. So improve yourself to climb :)
That's more or less creating matter out of nothing, which is physically impossible.
and bad team members that drag you down exist everywhere. If you're truly better you'll get out of your division and move up sooner or later
