Just pointing out, but the same argument applies to basically any damage-dealing item. And most champions have well over 30 armor at level 18, even accounting for ArPen in its various forms. So "

"I'd be careful of Bloodrazor buffs. While I agree that it could use a bit of work, it should never be a good pick for an AD carry. Comparing the current passive to a somewhat similar item, Wit's End, a target only has to have (42 / 0.04) = 1050 HP for the Bloodrazor to do more damage. "

Except that most supports are going to have about 30% CDR (from runes, masteries, and Shurelya's) before they'll even think about upgrading the Lucky Pick, so I'm not sure that it'd be a great choice regardless."
