"ZHonya's Ring wasn't that OP. However they changed it into 2 items because it was a "must buy" item on any AP. They failed though, since now the two items that it was made into are "must buy" anyway."

"I think that it's an ok thing to do, it's their game. On the other hand I do think that one has to have rules to avoid blackmailing and other stuff. This is e.g. done well by the Magic the Gathering competitions. The rules state that you can split the money, but not for a result (bribing)."
