"I personally only pick him in high burst team comp., no need to ulti someone if your teammates just watch you from the outside. I like playing him top (I even went mid once) but yeah, there are so many more suited champs for the job that I tend to pick him more and more rarely. "

"I have shut down a few of them in lane, and all they had to do was go into teamfight with their crappy Phage and ks everyone to rake up kills. His ulti IS bullshit, he doesn't need a CD reset, his other skills do enough damage as it is that he can be viable without it.
