So get Warmogs. Phage portion of Frozen Mallet ( Im really talking about the slow ) is pretty much useless. Her slow is good enough, and Warmogs gives more health and regen.

Crystal scepter + Randuin's = Slow EVERYTHING.
There is only 1 reason to take Frozzen Mallet on her and thats if your going atma's off tank build. you get warmog, atma, frozen mallet, then anything else with hp that you want. But you are right Frozzen mallet 9 times out of 10 is dumb on her.
I'd still argue you'd have far too much health then, to a point where mitigation would be better.
Warmogs > Atma's > FoN/Banshees > Other items, I'd say.
Getting Warmogs AND FroMa is decent on certain champions in certain situations, I guess, especially ones such as Lee Sin and Shyvana, but the money is far better spent on Sejuani on something like a Randuin's.

Auto attack based AD heavy team? Sure, it's a great buy. Only one AD carry? Might not be as good.
