You shouldn't be making guides until level 30 preferably (mid 20s can be acceptable), because your knowledge of the game mechanics aren't at a sufficient level to write a guide, even if it's for beginners.
For a start, you don't have a runes page here. Are you level 30 yet? I would suggest Movement Quints, Magic Penetration Marks, Armor Seals and Flat Magic Resist Glyphs against AP lane and Magic Resist Per Level Glyphs against an AD caster lane.
To start with, Eleisa's Miracle is a waste of an item, especially since you don't take Revive/ Heal/ Clairvoyance. If you wish to build a GP10, then stick with Kage's Lucky Pick. Philosopher's Stone will only delay your damage and Veigar is extremely mid-late-game as it is.
Veigar is an extremely squishy champion, so it's probably ill-advised to take 0 defensive items, even if you are building glass cannon. Consider Athene's Unholy Grail and Zhonya's Hourglass to cover Magic Resist and Armour respectively. Even a Rod of Ages or Rylai's Crystal Scepter for hp perhaps, though I usually don't take these. I would not personally recommend Boots of Swiftness, but I suppose it is workable. Better choices may be Mercury's Treads or Sorcerer's Shoes. Ionian Boots of Lucidity is a viable choice as well.
Concerning Archangel's Staff, you will want to get Tear of the Goddess as quickly as possible, so you can charge up the Archangel's Staff into a Seraph's Embrace. Personally, I don't like Archangel's Staff on Veigar because he doesn't suffer mana problems after Chalice of Harmony and he infinitely scales AP on his Q anyway. So other than on a purely offensive front, yes, Archangel's Staff will help him scale AP multiple times as fast, but at the expense to other areas. Since you already get Rabadon's Deathcap, I don't see Archangel's Staff as necessary, but it's still a good item if you're roflstomping.
Your skill sequence is correct. Often times, you will see players take W at level 3-5, which is actually a mistake. There is no point taking this early because you won't hit it without Event Horizon and even then, you often don't get enough time to land your W (E stuns for 1.5 seconds, W takes 1.25 seconds to cast, so you have about a margin of 0.5 seconds to get them while they're in the AoE). In other words, taking W early is 1) A waste of a point you can take into Q for better farming and 2) A waste of mana.
Since this is a guide for beginners, I can understand why you do not take Flash, however, if you intend to make this guide for a wider audience, I would include the Flash/ Ignite option.
Which leads me into Masteries. Your Offensive tree is correct, but your Utility tree is not. Take a point in Runic Affinity for blue buff. Veigar THRIVES off blue buff. Artificer is nice, but not necessary. You will often want to save the Deathfire Grasp for your full combination, so a 60 second cooldown is manageable (not to mention that the game might not last long enough to buy a DFG, so you waste mastery points). And as I said above, if you take Flash, then you will want to take Summoner's Insight .
Your guide is a bit short and lacking in detail. I don't believe it deserves all the upvotes it is getting at the moment.
