Caitlyn is currently one of the most popular (and one of the strongest) ADCs in the current meta. She can stay out of your range and punish you if you get into her range. She'll be an absolute pain in the early game.
Draven
You absolutely NEVER want to lose lane to a Draven player. End of discussion.
Katarina
Katarina, without any items, can inflict Grievous Wounds - making it difficult to heal your allies. This is especially bad if she gets a gold advantage due to her Mixed burst damage.
Malzahar
Malzahar is outright cancer. He can spam his Silence to keep you on a leash and he can just point and click with his ultimate ability in any team fight to kill you.
Varus
Varus is one of the few heroes in the game that can inflict Grievous Wounds without any items. He can harass Soraka and her ADC using his charge shot, use his AoE to keep you from outhealing his damage, and his ultimate ability will nail you to the ground for an easy kill.
Yasuo
Let's be real - he's banned in roughly 50% of all games for a damn good reason.
Zed
Zed's burst damage can get out of hand if your team can't stop him. Coordinate with your team to gank him when possible and keep your healing abilities handy to deny him kills with his ultimate ability.
Cassiopeia
She's a powerful initiator thanks to her ultimate ability. In some rare cases, you might find your ADC laning against her. Keep her on a leash by using Equinox to Silence her.
Karthus
Karthus and Soraka are pretty much opposites. He has an ult that deals damage to every enemy hero at once, whereas your ultimate is a global heal. In a sense, you counter each other - so may the better player win.
Veigar
You can easily Silence Veigar whenever he tries to cage your ADC and burst 'em down with his spells. The real danger comes from his infinite AP scaling.
Warwick
It's often a race to get to wounded allies if the enemy team has Warwick on their side. He can potentially outrun you. Tame this beast by coordinating with your team and by keep your team's HP healthy.
Evelynn
Evelynn can typically burst down your ADC before you have a chance to react. The good news: that's all she has! Once she's used up her burst damage, all she can do is just claw you.
Akali
She got nerfed to the ground in 9.3. I wouldn't worry about her too much.
Draven
If you can keep a skilled Draven player alive, he can snowball into a nigh-unkillable death dealer thanks to his passive ability.
Ezreal
An overall strong pick for the current meta, Ezreal can benefit greatly from your Ardent Censer.
Garen
Garen players often build Spirit's Visage - making it much easier for you to heal them. This is especially important knowing just how beefy Garen can be!
Jinx
Jinx is currently one of the best ADCs in the game, regardless of rank. Once she gets a couple of kills in the early game (with your help, of course), she'll become a nearly unstoppable force.
Karthus
A team with a global heal AND global damage can turn the tide of most teamfights in the press of a button.
Kindred
Lamb's Respite and Wish can make your team very difficult to kill in teamfights, and you can coordinate with her to help secure kills on marked enemies to allow her to snowball into a goddess of death. She's an ideal choice for your team's jungler if you wish to play Soraka.
Tristana
A very strong ADC in the current meta, Tristana can farm safely and efficiently in the early game thanks to her longer-than-average attack range that scales with her level. You'll seldom have to worry about her getting picked on in the early game.
Aatrox
Aatrox is a strong top-lane bully that can initiate most teamfights without any fear thanks to his ultimate ability.

Caitlyn has a long attack range and can control your enemies' movement using her Yordle Snap Traps - allowing her to farm safely in the early game for the most part.
Dr. Mundo
Dr. Mundo has strong self-healing abilities, and typically builds Spirit Visage to further increase that self-healing.

Ekko can be a powerful initiator, and his ultimate ability can save Soraka from having to use her healing abilities.
Annie
Annie's bear doesn't get healed when Soraka uses Wish, last time I checked.

Any team can benefit from having Ornn on their team thanks to his upgraded items. If only he was strong for the current meta... :(

Although Soraka's healing is good in a pinch, Warwick heals just as well in battle thanks to his passive abilities.

As of 9.3 - until she gets buffed - Akali is pretty much an F-tier heroine.
Braum
Unfortunately Braum isn't fit to play any role outside of Support.

I can't really think of any scenario where Soraka and Janna are on the same team.

Pros and Cons
PROS
Astral Infusion has a short cooldown, allowing Soraka to heal her allies very quickly.
Her ultimate ability is a global heal. This allows her to contribute to any fight anywhere at any time.
Arguably one of the easiest support heroes in the game.
Good early game presence.
CONS
She's a healer, not a fighter. That means she's an easy target if she's caught by herself.
Burns mana very quickly in the early game.
Great for good teams, bad for bad teams.
Easily countered by Grievous Wounds.
Relies on starfall and items that improve her HP regen to keep Astral Infusion from running her HP pool dry.
A Detailed List of Soraka's Items
STARTING ITEMS
The popular starting item for Soraka players, the Spellthief's Edge gives you gold whenever you hit an enemy with one of your spells. It's a rewarding item for aggressive players, but punishes you if you kill a minion before the quest is complete.
I typically go with the Ancient Coin thanks to its cheaper upgrade, movement speed bonus, and reliable gold income.
CORE ITEMS
The fully upgraded form of Spellthief's Edge. Landing your Starcall and Equinox spells is essential for completing your gold quest at an optimal pace. Just don't overdo the aggression - or you'll pump your mana pool dry and be forced to recall.
I used to buy the Remnant of the Watchers every game, but I currently buy this instead for its cheaper cost and for its extra HP regen. I think this is important for Soraka since she'll be using Astral Infusion more and more to heal her allies, making it important that she can restore her HP - lest she makes herself vulnerable against divers that could make short work of her depleted health pool.
A cheap way to boost Soraka's Ability Power and HP that scales in power as the game progresses. If you plan on building the Rod of Ages, I recommend you build it for aggressive builds.
The alternative to Athene's Unholy Grail, Mikael's Crucible increases Soraka's HP regen by 25% for every 25% extra mana regen Soraka gets from her items. Mikael's Crucible can be activated to purge most forms of Crowd Control on a targeted ally, while also giving them a movement speed bonus if you actually purged crowd control with this item.
A must-have regardless of your item build, the Ionian Boots of Lucidity allows Soraka to heal faster by reducing the cooldowns of Astral Infusion and Wish. I can't think of a suitable alternative to them, really.
SUPPORT ITEMS
A popular choice for healers like Soraka, the Ardent Censer, when Soraka heals an ally, will boost the attack speed of herself and the targeted ally. This can potentially turn Soraka into a bit of an initiator, turning Wish into a global attack speed buff. It also greatly improves the effectiveness of Soraka's healing flat out.
A popular item for Soraka, Athene's Unholy Grail will store energy whenever Soraka takes damage. If Soraka heals an ally by any means (or gives them a shield in any way), the Unholy Grail uses its energy to restore the target's HP. For every 25% extra mana regen Soraka gets from her items, the Unholy grail increases her AP by 5 points. This item is particularly powerful for aggressive builds
Redemption, like the Ardent Censer, boosts the power of Soraka's healing abilities and also significantly improves her HP regen. Redemption can be activated to cast an Area of Effect that heals allies and damages enemies by a percentage of their max HP.
Redemption can be used even while you're dead, but if you buy it while you're dead, you have to wait until you respawn before you can use it.
For what it's worth, Rylai's Crystal Scepter is arguably one of the most cost-efficient AP items in the game. It'll give Soraka more HP to compensate for her "squishiness" and will amplify the slowing power of her abilities thanks to its own passive ability.
A good pick for games with heroes that have spells with short cooldowns, the Spellbinder gives Soraka a ton of AP that stores energy every time a hero uses a spell of any sort. When activated, it uses its energy to boost your AP even further and give you a movement speed bonus.
Twin Shadows is a very situational purchase for Soraka. If your ADC has a significant gold advantage, it's not a bad idea to invest in buying the Twin Shadows, as it'll allow your ADC to catch up with enemies that try to kite them - or do the opposite.
OFFENSIVE ITEMS
An expensive alternative to the Rod of Ages, the Archangel's Staff refunds some of the mana you spend on your abilities and increases your Ability Power - scaling with your mana pool. At some point, when you've spent enough mana, it upgrades itself into Seraph's Embrace, giving you an ***tonne of mana.
An item necessary to buy if you're going to build the Archangel's Staff, the Lost Chapter dramatically increases your mana regeneration for a short duration every time you level up. If you're going to build an Archangel's Staff, you should buy this asap.
A great item to buy for Soraka in the late game, hands down. It increases Soraka's AP by 40% - dramatically increasing the power of her healing. Once you manage to build a Deathcap, your team will become almost unkillable due to Soraka's healing power.
An item that synergizes well with Athene's Unholy Grail or Mikael's Blessing, Shurelya's Reverie gives Soraka some extra AP, HP, CDR, and mana regen. It can be activated to boost the movement speed of herself and all nearby allies for a short duration.
DEFENSIVE ITEMS
A great item to buy against heroes like Malzahar and Warwick, the Banshee's Veil will block any ability with its spell shield. Once it blocks a spell, it goes on a cooldown. The Banshee's Veil also greatly improves Soraka's AP and Magic Resistance.
The Locket of the Iron Solari is a situational item that's most useful if your ADC is falling behind. It'll give your ADC a little bit of extra protection thanks to its activatable shield (which scales with your HP pool). It also gives Soraka some Armor and Magic Resistance.
The Spirit Visage gives Soraka HP, Magic Resistance, and allows Wish to restore more of Soraka's HP when used to heal herself. It's not a usual item to build on her, but I still like buying it when against team compositions with unhealthy amounts of Magic Damage heroes. It's a very situational item, to say the least.
If you ever intend on buying the Warmog's Armor, know this: you're not buying this for it's massive HP bonus, you're buying this for it's massive HP regen. I highly recommend buying this alongside the Remnant of the Ascended and Rylai's Crystal Scepter, as building a large HP pool is important to activate Warmog's Heart.
A powerful defensive item, Zeke's Convergence gives Soraka plenty of Armor and Magic Resistance - along with the ability to pair up with an ally (preferably your ADC) to empower their basic attacks once you use Wish.
A very situational item, to be sure. When activated, Zhonya's Hourglass will make Soraka completely immune to all damage and prevents her from being targeted by enemy abilities and basic attacks, but renders her completely unable to do anything. It's an item you might consider buying when against enemies like Karthus.
EXTRA ITEMS
It's never a bad idea to spend some spare gold on a Control Ward.
A very pricey potion, consuming an Elixir of Sorcery will give Soraka AP and lifesteal for her abilities. I recommend you avoid purchasing this unless you have nothing else to buy or unless the situation absolutely demands it.
A little extra sustain in lane can go a long way.
Team Composition
Soraka can go well with most team comps, so long as their damage is good and so long as the team can coordinate. That being said, Soraka is a heroine that's best played alongside friends in a party.
Removed Seraph's Embrace from this guide. I found it to be too expensive to be cost-efficient. :(
Added Shurelya's Reverie to the guide. I'm going to test it out to see if it's as good as I hope it'll be.

Massive update!
Changed the title and splash art of the build. (From "Live Insect!" with Reaper Soraka to "To Heal and Protect" with Celestine Soraka.)
Gave the item build a bit of an overhaul to meet my current standards for my guides.
Removed the "Popular Build". They're taking up a lot of my time and a lot of the guides' space. Some of my friends on Discord and some of my critics on MOBAFire say that having too many item builds in my guides makes the guides look confusing. Henceforth, I am removing my builds I reference from other guides. I plan on linking other people's guides in a later update.
Added a detailed list of Soraka's Items - like my other builds currently have.
Added a chapter sharing Soraka's stats as shown from the League of Legends Wiki on Fandom.com.
