W. The W has 50 more range, has the ability to hit two champions at once, gets an, albeit minor, slow increase by ranking up, and actually has higher base damage. The fact that E scales with AD instead of AP makes no difference for ranking up so there's no reason to actually max the E.

That's what I thought! He seems quite alright when he gets going and fortunately most of the people has no idea about his power. Tho I'm sad he is not a viable top laner anymore but he just doesn't fit in this new meta.

As a support he functions quite well, honestly. Mana management is a problem, but overall he can do some really nice things, and fits well in the assassin meta game. Matchups you definitely want him for are like
